Tender for the Design, Fabrication, Supply, Delivery, Erection, Commissioning, Testing and Warranting of Pneumatic Continuous Ship Unloaders, Additional Services and Spare Parts

(the "Tender")

  1. Pursuant to the Government Procurement Agreement (GPA), the Mandatory Tenders Law, 1992 and the Mandatory Tenders Regulations, 1993, the Ashdod Port Company Ltd. (the “APC”) hereby invites proposals from suppliers of Unloaders (the: "Proposers") for:
    Design, fabrication, supply, delivery, erection, commissioning, testing and warranting of Three (3) Pneumatic Continuous Ship Unloaders for the unloading of grains and Grain Products from vessels as set forth in the Technical Specifications of the Tender documents (each an “Unloader”, and collectively the "Unloaders"), Basic Training and Technical Support, as well as Optional Technical Support, Optional Features and Optional Spare Parts, all as defined in the Tender documents.

  2. Pre-requisites
    Proposers who maintain all conditions as follows will be entitled to participate in this Tender:

    2.1. Starting as of January 1, 1998, Proposer has supplied at least ten (10) pneumatic continuous ship unloaders, for the purpose of unloading grains and Grain Products (as defined in the Technical Specifications) from vessels; and

    2.2. Proposer has supplied at least one (1) pneumatic continuous ship unloader for the purpose of unloading grains and Grain Products from vessels, in each year during at least five (5) years out of the past ten (10) years, as of January 1, 1998; and

    2.3. As of January 1, 1993, Proposer has supplied at least two (2) pneumatic continuous ship unloaders, for the purpose of unloading grains and Grain Products from the vessels, with said continuous ship unloaders having a capacity of no less than 500 tons of grains and/or Grain Products per hour, adding up to the specific weight of 0.75 tons or less; and

    2.4. As of January 1, 1998, Proposer has supplied at least two (2) self-propelled pneumatic continuous ship unloaders; and

    2.5. As of January 1, 1998, Proposer has supplied at least two (2) pneumatic continuous ship unloaders on rails; and

    2.6. As of January 1, 1998, Proposer has supplied at least two (2) pneumatic continuous ship unloaders with a connecting bridge and feeder to the conveyor belt; and

    2.7. Proposer's organizational structure includes operations of planning, quality assurance and provision of post-sale services for Unloaders;
    APC may recognize, at its sole discretion, the prerequisite conditions set forth in Sections 2.1-2.6 above, as fulfilled by Affiliated Companies of the Proposer and/or by companies that have been sold to and/or merged into the Proposer, insofar as this took place prior to issuance of this Tender. APC may recognize, at its sole discretion, the prerequisite condition set forth in Section 2.7 herein, as fulfilled by Affiliated Companies of the Proposer.

    “Affiliated Company” shall mean a company wholly owned by the Proposer, or the Proposer’s parent company, or other affiliated companies of the Proposer which are to be approved by the APC at its sole and absolute discretion, and subject to any conditions which it may choose to apply.

  3. The Unloaders shall be delivered to and accepted by APC in accordance with the Tender documents no later than eighteen (18) months as of the effective date of the Agreement with the selected Proposer.

  4. Technical Proposals should be submitted during ordinary working hours (08:00 – 16:00 Israel time), no later than September 10, 2008, to:

  5. Technical Proposals should be submitted, in English or in Hebrew, in two (2) identical copies.

  6. APC is not obligated to accept the most inexpensive proposal or any other proposal. APC reserves the right to reject any or all Proposals and to re-advertise or to cancel the invitation for Proposals process.

  7. APC reserves the right to negotiate with selected Proposers.

  8. The selected Proposer may be subject to industrial cooperation commitments all in accordance with the Mandatory Tender Regulations (Mandatory Industrial Cooperation) – 2007.

  9. The Tender documents are available as of July 10, 2008, upon payment of 3,900 NIS (including VAT) not refundable, at:
